About the role:

We are currently seeking a dedicated, enthusiastic and flexible individual to join our team as a Partnership and Outreach Development Officer within the new Trailblazer Project.

The Trailblazer Programme is an ambitious, multi-agency initiative led by Neath Port Talbot Council to reduce economic inactivity and improve wellbeing across our communities. We're currently delivering innovative projects in our Opportunity Hubs and outreach locations, working alongside health professionals, training providers, and employers to help people overcome complex barriers to work. From supporting residents with mental health and long-term health conditions, to tackling digital exclusion, housing instability, and low confidence, we're at the forefront of creating tailored, life-changing solutions that make a genuine difference in people's lives.

As a Partnership and Outreach Development Officer you will:
  • Drive community engagement by working directly with individuals, groups, and partners to remove barriers and open up access to support and employment pathways
  • Build trusted relationships within communities, offering tailored advice and guidance to those furthest from work
  • Lead or contribute to projects and pilots that strengthen inclusion, wellbeing, and employment outcomes
  • Act as a bridge between participants and services, connecting people with training, health, or support provision
  • Promote the Trailblazer programme through outreach, community events, and social media campaigns
  • Influence local provision by identifying gaps and working strategically with partners to co-design solutions
Your daily routine will to:
  • Engage with individuals and groups in community settings to build trust and identify needs
  • Connect participants with the right services, training, or support to reduce barriers
  • Lead or support community projects, pilots, or wellbeing initiatives
  • Promote the programme locally through events, social media, and outreach activity
  • Collect and analyse data to track progress and identify local needs
  • Liaise with multiple agencies to ensure joined-up and inclusive support
About you:

Do you have:
  • Experience of working face-to-face with people in community settings?
  • A strong understanding of barriers faced by those furthest from work, including disability and mental health challenges?
  • Experience building partnerships with local groups, agencies, and community organisations?
  • Strong communication, problem-solving, and conflict resolution skills?
  • The ability to manage projects, balance competing priorities, and work flexibly across a large area?
  • A Level 4 qualification in Advice and Guidance (or related field) and good IT/digital skills (including social media)?
